Act on Student Health Care for University Students on recommendation

The Bill deals with the interpretation of the Regulation of the European Parliament and of the Council on the coordination of social security systems (EU Integration Regulation) and amendments to the Cross-Border Healthcare (Borders Act) Act. With effect from May 1, 2023. The bill is under review from June 13 to July 20, 2023.

According to the bill, degree students from EU and EEA states, Switzerland or the United Kingdom of Great Britain and Northern Ireland (EU degree students) should be exempted from paying healthcare fees for student healthcare with the support of the EU Coordinating Regulation. Student healthcare costs for these EU degree students must be charged to the state responsible for student healthcare costs, according to border law.

This change affects total funding for student health care for university students. Therefore, the terms of financing should be changed and specified.

The bill also proposes provisions on changing the deadline for health fees charged to fee-paying students and on the right of the Folkpensanstalten to receive information in order to fulfill its statutory institutional task.

Also, amendments of a technical nature to certain sections of the Student Health Care Act have been proposed to clarify the provisions. A technical specification should also be made as a result of the proposed changes in the law on student health care for university students in Article 12 d of the law on the public pension institution.

This Bill is related to the Budget Bill 2024 and is to be dealt with in that connection. These laws will come into effect on January 1, 2024.
