Finland's foreign and security policy is based on value-based realism. The report was prepared by the Ministry of External Affairs in collaboration with the Office of the President, Prime Minister's Office and Ministries. The President and the Cabinet's Foreign and Security Policy Committee have established political guidelines for the work. The Riksdag has participated in the preparation through a parliamentary follow-up committee appointed by the government.
