There is no news that Bethesda is happy to take its time when developing new games. The Elder Scrolls IV: Oblivion started in 2002 and was released five years later, in 2007. The choice of the game engine was confirmed by Bethesda executive producer Todd Howard, in an interview with telegraph (via Wccftech). It also states that they have begun investigating how and if the game engine can handle their desires for how the game should be designed, but the game is still in the design stage.

Howard further explains that the 2018 reveal was key to showing players what lies in the future of Bethesda. Their schedule hasn’t changed, just how they chose to share it. After so much focus on the new Fallout and Starfield series, they wanted to assure players that The Elder Scrolls had not fallen into oblivion. So it may take several years before the next game sees the light of day.
However, development periods of 5-7 years are not necessarily as extreme as it might seem. It is not uncommon for development to occur at a slower pace in the early years, and then to accelerate towards the end. Larger game studios often juggle multiple projects and have to prioritize their resources accordingly. With regards to Bethesda, it’s possible that the new title Starfield will currently be given more focus until its launch.
