But Congress must decide early next year on actual funding for the grants.

Although the $886 billion amount includes, in its context, smaller aid worth $300 million annually to Ukraine, Republicans in Congress are blocking a much larger aid package for Ukraine worth $61 billion proposed by Biden. To answer this, Republicans are demanding tougher immigration policy, among other things. In addition to supporting Ukraine, this package also includes support for Israel and Taiwan.

According to Senate Majority Leader Chuck Schwimmer, a Democrat, the Senate is postponing its holiday recess for a week to continue negotiating with Republicans on a possible deal on that package before Christmas.
