Gusev announced this week on Telegram that he had submitted a proposal to the Russian Duma.
Russia Today wrote that the proposal is currently before Russian Development and Communications Minister Maksut Shadayev.
The private cyber network must be shared with other members of Brics+.

BRICS, soon to be called BRICS+, is an economic cooperation currently made up of Russia, China, India, Brazil and South Africa.
It is estimated that in 2024 the BRICS countries will account for half of global GDP.
The idea has already been floated by Chinese leader Xi Jinping, who unveiled a separate cybernet at the World Internet Conference in Wuzhen earlier this week.
– Xi said at the opening of the conference: – We call for giving priority to development and building a more inclusive and prosperous cyberspace.
Earlier this summer, Russia tested its own version of the Internet.
“The Russian economy is likely to suffer greatly from Internet isolation for a long period, as international trade relies heavily on the global Internet“, the ISW think tank wrote at the time.
BRICS+
BRICS+ is an international economic cooperation, formed in 2009. The original members are Russia, China, India and Brazil – on Christmas Eve 2010, South Africa joined, which also serves as BRICS+ coordinator.
At the beginning of 2024, six more member states will become members: Iran, Saudi Arabia, the United Arab Emirates, Argentina, Egypt and Ethiopia.
Earlier this year, BRICS+ accounted for 31.5% of global GDP, thus surpassing G7 cooperation in this regard. In 2024, it is estimated that they, with their new members, will make up more than 50 percent.
