Zelensky carefully toured both the United States and the European Union with his so-called Victory Plan during the fall and managed to raise expectations for it. But specifically, the plan does not contain anything new, it is the same request that Ukraine has made before: more weapons, the right to use long-range weapons against targets inside Russia, and an unconditional invitation to NATO.
The plan has so far It received a lukewarm reception. There is no indication that the meeting in Berlin will change this. Meanwhile, Russia continues to slowly but surely control more territory in Donbas. Time is not on Ukraine's side.
